Hello All, One of my friend has been asked for birth certificate at the time of MR. Now he has one but it doesn't have his name so its more or like same as he doesn't have birth certificate, anyone advise on what can be done.

Thanks Massey! We sent the "Outside NZ PCC Form" via email since he was here in April 2015. Received PCC in around 15 days or so through courier. Hope it helps.
