Yes. In your notes it must be written what they are missing.

Raise cse and ask what they need. Can you also share more info about your criminality eligibility? It may be hidden there

Hi, I got the same update 2 days ago and just finished phoning with ircc and was told that criminality in progress, eligibility under review and security not started. Aaaaah I so don't like this never ending wait..

I dunno but from reading other threads regarding GCMS notes etc many ppl here saying that their security stated not started but it does not actually mean not started. Agents are not super reliable source in regards to timelines and dates so I would not stop hoping that your PR should be here...
