I am not familiar with NECO as it didn't exist during my time but I got waec certificate. NECO should have that I suppose. The waec cert lists the subjects and grades.

Connection to Manitoba is required for MPNP. Even if your score is above the cutoff score, without connection to Manitoba, one won't qualify. It's stated on their website.

I think your best source of info is to read and digest the www.immigratemanitoba.com website. I have done the same and I just submitted my EOI just days ago. I've probably read the website 15times if not more. As for express entry, here is a helpful link...
