    It's an invitation to apply for OINP. However, I strongly recommend you retake your IELTS to get CLB 8 or 9 which will result in a much higher CRS score, then you can go with Express Entry directly, instead of wasting $1500 and one year waiting for OINP.

    Uhm... I don't know, but I think this could be because they also have to assess the credentials of other thousands of people as well, not just your app? Like other people have said, if you are running out of patience in eleven days, then you are going to have a nightmare with Express Entry.
