Dear friend, Thank you so much for your message. But indian passport we cannot send by post or courier , it is clearly written on the passport last page. We can send it with a relative or trusted friend with an authorization letter. This is what I understand today.

Dear Friend, For PR Application Police Clearance Certificate hard copy is must. It is not about 3 Months expiry. One PCC hard copy is enough to finish complete PR Application processing. (PR - Provincial Nominee is 18 Months as per CIC Website) All the best for your application.
