i dont' think it works that way if he/she has a non return ticket to Canada... They will ask before they embark the plain, I'm from a visa exempt country and they do check multiple times. So yes ask for the travel document at the embassy. Better be safe than sorry

if you are not a provincial nominee, you can go everywhere, I did the same SK-AB while in process and landed last week

removal for what? If he has a valid wp and your application is in process it cannot be, unless he did something wrong? it may just be an interview
