I got my MR on 23-Apr. However I haven't heard anything about RRPF since then. About 95% of all Oct applicants who got their MR also got their RRPF within a week or so. Is this normal? CIC has also requested for my PCC on 23-Oct, are they waiting for it to reach them and then RRPF will arrive?

In the morning I got PCC request at about 930AM ET and I got MR request at 10:00PM ET. I saw somewhere applicants getting midnight even at 11PM-12AM. I guess its an automated process picked up by some batch run.

I know I should be mailing the original PCC to CIC. However can I also scan/attach and send it an email? Should it be notarized in this case?

I haven't submitted the PCC for India with the initial application. Hence they have asked.
