I used ECA date. Mine has 2 days diff. My ECA is September 29 and COPR is October 1st and I used Sep 29.

you have to link a new application, you have to go to GCKey, and go to link new application.... I did it with UCI number and name

The COPR letter is gonna be a PDF or a mail? I just got application approved yesterday, I can see the COPR number in my account but I didn’t get any letter. My ECAS says application complete.

I just got application approved with COPR number. But no COPR yet. I’m happy with just that.
