Maybe because your proof of funds is way too high than what is needed? They doubt you'll go home after your studies cos you can practically live there with that amount on hand.

I applied from the Philippines. My app is also processed here in Manila too. It was only 5$ through a friend who's PR in Canada already. But if you don't know anyone who's a PR or citizen there, you can get one online through getgcms.com for 15$ i think.
