This seems to be a good sign as they are requesting you to pay your Permanent residency fees. Have you checked your ECAS status? There might be an update there? or your gc key account?

Yes, application was received on 21 November 2018. Meds passed on Feb 19. My country was exempt from Biometrics at the time of the application, so not required to do them.

My eligibility is being reviewed and against BGC it says 'Your application is in progress. We will send you a message when we start your background check.'
