There are certain circumstances where you can apply for the work permit from within Canada but in most cases I believe you have to apply for the work permit at an office outside of Canada. However, I don't think you have to send it to your home country, New York office is the closet one.

Yeah that is. At least it's still progressing. I currently am working in the US. I can't quit my current job til I get my work permit. They said it take 8-12 weeks, I hope that 8 - 12 weeks from the day you submit the application. If that's the case then it would take another 3-6 weeks...
