This is not problem. When I participated in my wife's ceremony, Half of room was empty. and because her test and ceremony was in same day, it took just 30 min to prepare document. so it's not time problem too. so just we can say, it's usual problem of governmental office ...

Sorry, but what does it mean : 2. For the test, apparently before today everybody was entering their UCI number in the scantron. Starting today, everybody was supposed enter the application number starting with C. this is even for us who wait for test invitation?

I don't think so. Montreal is as quick as the other except Scarborough. For my wife whole process took 8 months (from 12th June to 20th Feb.). should be added, she received her AOR by mail. The good point about Montreal is that in most case, they organize oath with test in same date.

mine too. from 10th Jan (7th in process and 10th send to Montreal). My AOR was sent by email.
