kapag foreign nationals, naturalized citizen or dual citizen lang need ng GCF but if PR lang hubby mo and Fil citizen sya PDOS need mo. un ang pagkakaintindi ko nung umattend ako ng GCF before nung nagchange ako ng last name sa passport.
