I finally got the notes on my file. Its being reviewed by another officer to confirm the #of weeks / hours that I worked. I trippled checked it before passing it in so I'm not sure what the issue is . :o

Do you even need the labels if they communicate through primarily email if it is provided? When I sent my application in i didn't include them. The only time i see them actually using the mailing labels is to send back your application if its incomplete.
