Dear all, Can anyone advise how did he/she go about it finally. Even my Qatar PCC is issued for the period of work visa / RP only and doesn't cover the period under visit visa. Would this PCC and an explanation through LOE be convincing enough to CIC? Thank you in advance.

Instead of visiting a local police station, you shpuld probably go to concerned SSP/DPO office and try getting PCC issued. The requirement of PCC has nothing to do with 10 years time frame per my understanding. You would however need to get it issued for the period since you turned 18 to date.
