Yes, why not - since they anyway don't open your docs the moment it goes because there is a huge waiting list. So For example even if your document has received earlier and your payment is not done document will not go anywhere because anyway, IQAS runs 2 months behind almost, so think like this...

I don't think so he has to ask the university to send it again because so far IQAS has opened the envelope on 2nd November only, so kindly do not mis lead if you are not 100% sure as it may cost someone a lot. Secondly even, why do you think he has to ask the university to send it again?

What i am feeling from my experience, IQAS is not releasing new limit ever for so many days because for me I got this error even after one minute, so the question - who utilizing the limit, when I am not seeing a single guy claimed in this December at least from 4th that he got the payment...

Today i saw that even after just 1 minute it got failed and the quote exhausted, so seems like I am feeling that no one is able to do payment and their quota is neven resetting it.

Correct, even i want to hear from successful people, so majorly what is happening is, some trick is working for someone but after some days, that also started not working, so IQAS is actually not trying to get the blame on them for releasing late, and i see in Canada again lockdown started, so...

True same here - I am not sure who is getting actually when everyone is getting the same error, and major thing is - if we do much refresh - it will give you a page error. It's been 1 week since I am trying to do the payment.
