Okay, this could be one of the reason of slow processing. May be they prefer to finish the NOC with maximum no. Of applicants. Although it's just an assumption but one this is sure that they don't work on "first come - first serve" basis. I also got my PER on 28 Oct but thereafter no update. . .

MR U should expect it within one week . .

It's true that visa officer will come to know that u had applied for GCMS but it won't have any negativity on your case. I know it is very easy to say but please have some more patience . . .

Apply for GCMS, that may clarify your query . . .

Before MR, they r conducting one more test and that is testing our PATIENCE . . . :D
