yeah ,may be u r right but certainly I made this reason after observing forum and long waits for college student.,,it is clearly discrimination,,bcs some student of best colleges are not able to obtain visa.:)

mostly canadian UNIVERSITIES,ask for fees after arriving,every university have its own criteria of admission and way of applying. just see this list of canadian unis according to there rankings 4icu.org/ca/ and then search the name of uni on google and then go to there website for further details.
