Ask LVO to double check. If they confirm that they have not received your certified cheque, take a copy of the cheque or the receipt given to you when you had the cheque issued to the bank / exchange. They will probably deduct some charges, cancel the old bank draft and issue a new one. Good luck!

Have you tried to contact the LVO directly? It can't hurt to send them a CSE. You should mention that you have waited a year since your medical. Surely this is an exceptional case as most people will hear a response within 4 months. Hope your wait ends soon.
