Did your BG change to In Progress the first time. If its in "not needed" status from beginning your case might be different. You can directly get PPR without the In Progress change i suppose.

Thats quite a match. I am a JAN28th AOR and i saw the BG updated from Not needed at this time to InProgress today when i checked at 1:30 PM. I did not get any mail though ! Awaiting PPR soon.
