I think you will have to reapply after getting caips note because in that you can able to know what was in VO mind to rejecting your application and then when you will lodge your file with strong sop stating reason that you are deserving candidate.

Do you explain what did you do in the period b/w 2015 to till now? Did you do any job in b/w this period??

What was your purposed study course? Had you applied CAIPS note? Which VFS you had lodged your study permit application?
