I don't think so.. because when you talk about temporary residence your visa, it would be either a visitors visa or working visa, hence it is called temporary residency. :) while provincial nominee is permanent residency..

I think this is what the Guide means WHEN NOT TO APPLY -an individual with a full-time permanent employment offer, a seasonal, part-time or casual worker. Individuals with a full-time permanent employment offer should apply under the NSNP Skilled Worker stream;
