You are not correct for PPF as it is completely withdraw able when someone leave the job. If applicant is moving to Canada permanently the he is surely leaving the job. Hence PPF is fine. You can check PPF rules for better idea.

I think your DMP should have gone for some further test. To the best of my knowledge VDRL can be false positive in certain conditions. Go and talk to him/her.

EPF and PPF is fine but Mutual fund is tricky. I guess if they are not having a lock in period, they may be accepted with there present value.
