It is too hard to tell that the agent was wrong as my friend exclaimed why a ppr email hasn't been sent yet and the agent told her that she don't know and can't answer that question, and that "to wait" is all that is to be done. it's more logical to me that the portal hasn't been updated than...

Yes , I've personally seen this , a friend of mine whose file was in Ottawa, called an agent to hear that ALL has passed while the portal did say that "they are processing the background check.."
