For CEC you need to have education obtained in Canada. You have not mentioned it in your post.

Call CIC and ask them what is going on with your application, it is definately a system glitch. Do not wait!

nataliewg, for example if you receved passport request on 1st of December, +30 days= CIC should receive your passport no later than December 31.

Hm... I've submitted my file and got AOR on 12th of August. My CIC is saying "eligibility review in process". I am wondering how long ot normally takes to get over this stage?
