So what type number of WP are they giving?
I'm asking because I'm in Ontario and I've read that a lot of people with WP type 27 did not get Ontario health coverage.
Nobody can "assure" you will be re-entering Canada, even the WP says "This doesn't assure re-entry" at the end it will depend on the Officer at the port of entry.

they are taking around 3 months to send an AOR. as far as i know this is the first check (very general) CIC do to your application, basically to check you sent...
I'm in the same situation, and i asked on several legal clinics,
they all told me the same, if they do not' return the application( any missing thing), i had implied status as visitor until a decision is made on my OWP application.
I think all the campaign promises that don't incur directly in money spending will be done for sure, but i don't see anything happening this year for anyone else other than the Syrian refugees.

the processing times for Pakistan is 47 months + 62 days or so of the first stage...
the inland application so far is taking about 27 months in total.
so I guess your shortest route is inland.

the funny thing is only my partner (the sponsor) got the email, not me.
Hopping it doesn't take much longer for the OWP.

as far as i understand you would get a full refund (Except $75) if you withdraw your application before they start the processing
and if the processing already started, you can get the RPR fee refund for sure, not sure if you have to withdraw your application anyway.
