This is my personal observation, CIC is planning to issue ITA's only to people who got at-least 2 years of Canadian exp with Canadian degree, and FSW applicants with at-least 3yrs exp with ECA and IELTS band score of 7.

If you are currently in Canada since a year, do you need to produce police certificate from both your home country and Canada too.
