Only citizens can request for free... you may either reply them by sending them consent form signed by your wife... or you may place a new request all over again... anything should be fine... and if you are mailing them with consent form, make sure to send payment...

    Yes, you will need consent form and only people staying in Canada can apply. So if you are in Canada you can apply on behalf of your spouse... and if you are in India then your spouse in Canada can apply on your behalf and thats why you need this consent form. - Gupta
