He applied CEC. He sent inquiry on Nov 2014 and got reply this morning. The email said MI12 global cap has been reached.

Bad news guys. My friend's package was received on Oct 24th and CIC replied it will be returned as global cap has been reached.

Thanks. As far as I know, it will not affect your processing. AOR will be sent to you through email. Only if you entered a wrong email address, they will mail AOR to you. Just remember to update your address once you get your AOR.
