Can he get an ARC even though he's never been to Canada? Would they even consider it since he has the misrepresentation?

I was wondering if anyone on here has appealed misrepresentation? If we go to a full hearing will my husband be banned from entering canada for life? Please if anyone has any experience or advice I appreciate it.
