what criteria did local office use to schedule test? based on application date? in process date or local office transfer date? why the speed could vary from 6 months to 24 months the whole process? some office sent out test 1-2 months after local office transfer, but in the west we are waiting...

there is not much people in those provinces, why the speed is so slow? I believe there is more applicants in Ontario, but they can finish the whole process in 6 months. Any idea what happen here?
