Actually one of my major question marks is whether they apply the backlog reduction thing only to apps received prior to June 13, or they run it to all of the straightforward apps. Anyhow, the term "backlog" makes me think they don't but who knows...

You can use the work permit with any employer, that's why it's called open. Except for some cases where you cannot work in health related areas ( it should say on the paper, I guess).

I think his permit is just lost in the mail, so showing up wouldn't necessarily mean he'll get a copy right away. But it's worth trying. I for sure would be there every day asking and asking until they would be sick of me!
