How bout this, if we don't respond to the so called 'first' PPR, does the a 'second' PPR automatically follow or do we have to inform them that we are not sending it right now due to travel requirements ?

Im headed to Ontario too, but I will put my money on the 'background check' part which is what is unique in each case...people with no travel history and brand new passports may have a slight edge here.
