What I meant by does not matter is the official sending of your documents. As far as I can tell, you have a pretty good chance of getting accepted. GPA conversion is always a case and Department-specific thing. I am sure you will have no issue in that area.

As far as I can tell it does not take more than 2 months or 3 max to reach an application decision. If you've waited 4 months then it's advisable to get in touch with the coordinator of the degree program that you have applied to. It's not normal that much I know. You may be on the backup list...
