    Service Canada centers will take time to operate fully. It also depends on the province you are in. Although, if you have submitted your BOWP file, then you are good as you will be in-applied status. Did you receive your Biometrics Instruction Letter?

    As long as you have the valid Work Permit and the Visa, you are good to travel outside Canada. But to be on a safer side, just have the proof with you that you are working in Canada (in case the Canadian immigration ask you upon your return).

    You have to wait for 90 days after Application received and by then if you didn't receive any response from CIC, then raise a Webform request regarding the status of your application. And yes, due to the covid-19, the processing of applications is slow at their end. So just hang in there man.

    Just check if the application has been with CIC for more than 90 days. if yes, then your friend can a raise web request to CIC asking the status of the application.
