    Don’t worry New students If you apply for an initial study permitoutside of Canada, you do not need to apply separately for a TRV. If your study permit is approved and a TRV is required, you will be issued a TRV along with your study permit. So simply complete your Study Permit Application.

    No, the change in course won’t be a problem but make sure you explain it well in your Letter Of Explanation (SOP), discuss every aspect of it. I will still suggest you try & improve your IELTS score even further, you can definitely improve it with another attempt.
