Sure, I sent the query as a follow-up mail (even though it was my first mail to CIO) on Nov 12th after the 2173 cap was updated as 1000 in the CIC site. And I received a reply on the next day itself, Nov 13th. Hope this helps.

Are we sure that August applicants are counted in the 1000 for 2173? My application reached on Aug 19, and I am yet to hear anything from CIC. I paid through a certified cheque and there is no way of knowing whether it is cashed or not.
