I think if possible u all should apply in another colleges as a plan B. There is a possibility that they may open to fill last 2,3 seats

i believe she can, sheridan has no problem with the gaps. but strong sop will be needed. ask her to go for some short term certificate prgms

There will be conditional offer letter and if the candidate didn't meet the required qualification by a specific date they will be rejected. And also some students will back out after getting offers. In short there will be vacant seats to be filled by people like us
