They don't need original documents, but they do want originally certified copies. I.e. originals OF copies. In other words you cannot send a copy of a copy.

I know that to be eligible for health care you are supposed to live inside the country (maybe even province) for 6 month out of the year. But I know in practice that they don't really check that.
