The instructions on MyCIC says: "The final frame size of the photo must be at least 35mm x 45mm". So the minimum size is 35x45 mm. To be in the safe way upload with 50x70mm. I think the instructions you saw about the specifications are for the photos that you must send with you passport (PPR).
