Is there a stream in SINP where we can apply even our NOC is not on the in-demand list?

Our consultant told us that we cannot apply and that the chances are slim because our noc is not on the in-demand list. Thank you, thought, for clearing it up. We will try to talk to him again

Noc 6221 is actually in-demand in Manitoba. However, he doesn't have any relatives or friends there, and based on what we read online, you have to have relatives or a close friend in Manitoba to be eligible. He considered Morden because they do not require any connections to be able to qualify...
