    I think everyone in Canada has at least one friend or relative who lives in Toronto or nearby. People who live outside of GTA should have mailed their packages to their friends first, so that their friends could have mailed it to CPC on 31st.

    If you meet LICO+30% requirement for 2011-2014 for your current family size (your family+sponsored parents) you are fine. once your new baby born (suppose in 2015) your family size will increase by 1, then you have to meet new LICO+30% requirement (current family size +1) from year 2015.
