u can send your medical by email or mail.vfs only deals with sending our passports.but you should wait for hearing from svo,they will ask you to submit the medical If they want an updated medical.u dont need to send it unless they asked for it.

did singapore visa office ask for medical reports from u?did you submit the first medical reports with the application?
