you start counting from the date CIC received your application. your application for the AINP nomination is a whole other thing. so the timeline you see in this forum are mostly submitted their paper to CIC on october regardless of the date they received their nomination... hope i was able to...

@ arjun1444 to answer your questions yes this is a request for you to pay the RPRF. one question though, is this all in like one email because if that is the case then you have to submit some other requirements as listed 1. copy of the bio data page of your valid passport and your accompanying...
