I have a Swedish driver's license, and the license number is in that case the same as the personnummer, so yes. I then included a copy of the license as per instructions in IMM5533E - Document checklist.

No problem getting a copy of the Tax Assessment online in English at skatteverket.se if you have an e-id (e-legitimation). I'm also Swedish and sent my application for Family Class Immigration with my wife as a sponsor a couple of weeks ago.
