hello, did you receive any letter fom cic yet? usually, after you receive an AOR, aknowledgement of receipt, there's another letter instructing you to pply for your CSQ at immigration quebec. About your work permit, once you get an AIP, first stage approval, you can apply an open work permit online.

yes you can take it even without the instruction. You just need to print the medical form from the cic website (that's what i did).

call cic, tell them you have been waiting for more than two for your local office to contact you, i had almost the same situation like you, I did call cic, the first time was frustration and then i called again and the following day i received my landing letter.

Hi, VINLANDER is right, you need CSQ+AIP to be approved for health card. I did try going to RAMQ with just CSQ before and an agent from RAMQ advice me to come back when i receive AIP letter.
