In Ontario, you do not automatically receive the long form. You need to pay $22 for it and you can apply only after more than 4 months after your marriage ceremony.

In Ontario, spouse of citizen pays domestic tuition fee even without an application for immigration. That is true for any Ontario university. We have done it and I talked to the ministry myself on this. If you need some help just let me know.
