He wasn’t, he sent two separate emails because the attachment size was too large. He only sent the requested information. Nothing more. Didn’t inquire about anything. Didn’t ask any questions at all.

Instructions for how to send the file to CIC are clearly outlined on the website where the forms are. All together, no file folder.

I guess how I said it was incorrect?

When I got my transfer email it was Feb 27, I got an email from Sydney saying it was being transferred. I got the AOR2 from my visa office on March 19. And my line 2 on ECAS says they stared processing as of March 18. Maybe they were just delayed in sending the AOR2 email?

I think it means they transferred your application to Rome and they will likely finish the remainder of the processing there. This should be the AOR2 email. The AOR2 is the same as AOR1, Acknowledgement of Receipt. So the email saying either Sydney or LVO has RECEIVED you application, not the...
