What still surprises me is that my colleagues managed to get PR with the same reference letter - is CIC more strict with reference letter at present? Or its all a cover letter which made the difference?

The reference letter was dated September 10th and I completed a year on September 3rd.

My case is that Experience letter is already there and that is according to the company format and that doesn't include the roles and responsibilities. I added the work petition and that's where the roles and responsibilities are there. Seems they completely overlooked the supporting documents...

Hi Sorry for confusing you - I received AOR 2 weeks back and the rejection now. Will send the docs again along with a cover letter and printout of the email from my manager that this is the ONLY reference letter my company can issue - do you think it will be a good approach?

To reply to your questions: Now my company doesn't issue any experience letter indicating the main duties of work expereince. The job duties are an essentail element of the Letter of Employment. Did you include a letter of explanation for not being able to provide all the required information...

So is there any way to appeal and reopen the case? I surely don't want to put a fresh application as it will come under the quotas.
