Have you tried calling CIC at all? Or your MP? When you submitted the background checks, are you sure you sent it to the right office? Did you include a cover letter with your name, date of birth, UCI or file number??

You can also ask your neighbours to write letters for you. Or take copies of mail that comes to your house. Or copies of bills that you pay every month... You do live in Canada, right?
